What is Google Consent Mode v2 and why does it matter?

Google Consent Mode v2 is a framework that controls how Google’s tags — GA4, Google Ads and Floodlight — behave when a visitor has not yet given consent.

Without it, you face a binary choice: block Google’s tags entirely (losing all data for non-consenting visitors) or let them fire unrestricted (a GDPR violation). Consent Mode v2 solves this by sending six consent signals to Google before any tag fires:

  • ad_storage — controls advertising cookies
  • analytics_storage — controls analytics cookies
  • ad_user_data — controls whether user data is sent to Google for ads
  • ad_personalization — controls remarketing and personalised ads
  • functionality_storage — controls functional cookies
  • personalization_storage — controls personalisation cookies

When signals are denied, Google uses conversion modelling — statistically estimating conversions for non-consenting users. This keeps Smart Bidding, remarketing and audience targeting working even under strict consent rules.

Since March 2024, Google requires Consent Mode v2 for all EEA advertisers using audience features, remarketing lists or conversion-based Smart Bidding. Without it, those features stop working — even if campaigns are fully funded and live.
